2009:
The specialized plans are to be improved. Efforts will focus on promoting venue construction, marketing, market development and regional cooperation, as well as international invitation.

1. The organizing body of the World Leisure EXPO is to be established. The Organizing Committee of the Second World Leisure EXPO is to be founded. The EXPO Office is to be in charge and the tasks are to be completed in the first quarter.

2. The EXPO Committee working meetings are to be held regularly with WLO. The EXPO Office is to be in charge.

3. Directors’ meetings of the Organizing Committee are to be held irregularly. The EXPO Office is to be in charge.

4. Events are to be solicited from the society. Through holding international leisure events, such as the Leisure Development International Forum, no fewer than 50 events of the EXPO are to be developed. The EXPO Office is to be in charge.

5. The construction of the main venues of the EXPO is to be speeded up. In the first quarter, the construction plan of the main garden in Xiaoshan is to be proposed, including the plans for project construction and organization, environment rehabilitation and support services, and start with construction. Xiaoshan District is to be in charge.

6. The construction of the main garden of the EXPO is to be pushed forward. In the first quarter, the construction plan of Hangzhou Olympic Sports Expo Centre is to be proposed. Hangzhou Olympic Sports Convention and Exhibition Center Construction Investment Co., Ltd. is to be in charge.

7. Improving specialized plans
    (1) The construction plan of the leisure base is to be in the charge of Hangzhou Municipal Commission and completed in the first quarter.
    (2) The interaction plan between the World Leisure EXPO and the World Expo Shanghai is to be in the charge of the office for the participation in the World Expo and completed in the first half of the year.
    (3) The marketing plan of the Second World Leisure EXPO is to be in the charge of the Publicity and Promotion Department and completed in the first half of the year.
    (4) The organization plan of the conferences and exhibitions of the Second World Leisure EXPO is to be in the charge of the EXPO Office and completed in the first half of the year.
    (5) The market development plan of the Second World Leisure EXPO is to be in the charge of the EXPO Office and the Financing Department, and completed in the first half of the year.
    (6) The management measures of the Second World Leisure EXPO are to be in the charge of the EXPO Office and completed before the end of October.
    (7) The plan for human resource training of the World Leisure EXPO (including leisure training and education) is to be in the charge of the EXPO Office and completed before the end of October.
    (8) The security plan of the Second World Leisure EXPO is to be in the charge of the Security Department and completed before the end of December.
    (9) The public health plan of the Second World Leisure EXPO is to be in the charge of the Public Health Department and completed before the end of December.
    (10) The public logistics plan of the Second World Leisure EXPO is to be in the charge of the Public Logistics Department and completed before the end of December.
    (11) The construction and management plan of the Second World Leisure EXPO is to be in the charge of the Construction and Management Department and completed before the end of December.
    (12) The financing plan of the Second World Leisure EXPO is to be in the charge of the Financing Department and completed before the end of December.
    (13) The volunteer action plan of the Second World Leisure EXPO is to be in the charge of the Volunteers’ Affairs Department and completed before the end of December.

2010:
All the preparations for the World Leisure EXPO will be carried out. Main focus will be given to the venue construction and the interaction with the World Expo Shanghai.

1. The plans are to be further improved and implemented.

2. The organization plan of the events at the main garden and venue is to be proposed, giving prominence to the feature of leisure and being international.

3. The forum with the theme “a city suitable for residence in the harmonious city” is to be stage to echo the World Expo Shanghai. The platform of the World Expo is to be used vigorously to promote the Second World Leisure EXPO in Hangzhou.

4. The construction of the World Leisure EXPO brand is to enter into the publicity and promotion stage.

5. The EXPO Committee working meetings are to be held regularly with WLO.

6. Directors’ meetings and the plenary meetings of the Organizing Committee are to be held irregularly.

7. More than five international organizations and over five national ministries and commissions will be invited to be cosponsors of the EXPO.

8. A human resource training base for the protocols of the World Leisure EXPO is to be established according to the human resource training plan.

9. The World Leisure EXPO publications are to be released to publicize and promote the EXPO according to the marketing plan.

10. Sponsors are to be invited for sponsorship according to the market development plan.

11. Exclusive products of the EXPO are to be solicited and promoted according to the market development plan.

12. The leading events of the EXPO are to be approved, and the event list developed.

2011:
January to September

1. The implementation details of the working plans at departments are to be worked out, and the implementation starts.
2. The construction of the main garden, the main venue and the support facilities is to b Directors’ meetings and the plenary meetings of the Organizing Committee are to be held irregularly completed, and put into trial running.
3. The EXPO Committee working meetings are to be held regularly with WLO.
4. Directors’ meetings and the plenary meetings of the Organizing Committee are to be held irregularly.
5. All the EXPO events are to be approved in the first half of the year.
6. The marketing work is implemented according to the marketing plan.
7. The training of protocol human resource and volunteers is to be completed.
8. Publications about the World Leisure EXPO are to be released regularly for publicity and promotion.
9. Sponsorship invitation is to be completed.
10. Exclusive products of the EXPO are to be promoted in the market.
2011: September to November
11. All-round implementation of the Second World Leisure EXPO.
2011: November to December
12. The statistics of the Second World Leisure EXPO are to be completed and files kept in archives.
