Operation System

The regulations (charter) of the World Leisure Expo, the regulation system and a sound organizational structure shall be established in accordance with the relevant laws and regulations to ensure the success of the Second World Leisure EXPO.

1. The coordination between the sponsors of the Second World Leisure EXPO. HMG and WLO jointly establish the Second World Leisure EXPO Committee, which is in charge of coordinating the relevant affairs.

2. The organizing and leading bodies of the Second World Leisure Expo
    (1) The Organizing Committee of the Second World Leisure EXPO is to be established. The Organizing Committee is the leading body of the World Leisure EXPO. The leading officials of the relevant bodies, such as the sponsors and organizers of the World Leisure EXPO will be the members of the Organizing Committee.
    (2) The Organizing Committee of the World Leisure EXPO will have “one office and twelve departments” responsible for the daily work: the Office, the Exhibition Department, the Meeting and Training Department, the Sightseeing Promotion Department, the Recreational and Sports Event Department, the Publicity and Promotion Department, the Financing Department, the Protocol Service Department, the Security Department, the Public Health Department, the Public Logistics Department, the Construction and Management Department, and the Volunteers’ Affairs Department.
    (3) The Office of the Organizing Committee of the World Leisure EXPO is the standing working body. Operating under the authorization of the Organizing Committee, it coordinates and manages the daily business of the World Leisure EXPO. It exchanges information with and collaborates with WLO, coordinates and organizes the events jointly sponsored with WLO and other related issues.
    (4) The Organizing Committee of the World Leisure EXPO may hire some experts and advisors.

3. Operation and management of the Second World Leisure EXPO events
The events are managed by the Organizing Committee of the World Leisure EXPO.

4. Management of marketing communication of the Second World Leisure EXPO
The Publicity and Promotion Department (the New Center) is responsible for managing marketing communication channels, and the Sightseeing Promotion Department for promoting the leisure, holiday resort and tourism products of the World Leisure EXPO. All the marketing communication activities in the name of the organizing body of the World Leisure EXPO shall be approved by the Office of the Organizing Committee.
    (1) The Second World Leisure Expo is to be publicized through various means, such as publicity materials, publications, advertisements, news release, promotional activities and the official website.
    (2) Promotion and marketing activities in various forms of the World Leisure EXPO are to be carried out by making use of resources of social organizations and even from abroad.
    (3) WLO’s platform is to be used to promote and market the EXPO.
    (4) The network and the event carriers of the co-sponsors, such as the World Tourism Organization are to be used to promote and market the EXPO.
    (5) The image representative of the World Leisure EXPO is to be employed.

5. Financing of the Second World Leisure EXPO
The Organizing Committee of the World Leisure EXPO is in charge of the financing.

6. Legal affairs of the Second World Leisure EXPO
The sponsors of the World Leisure EXPO, its conferences and exhibitions, as well as the participants of the EXPO shall observe the following laws, regulations and rules.
    (1) Laws, regulations and rules of the People’s Republic of China;
    (2) International practices in holding expos;
    (3) The charter of the World Leisure EXPO and specialized regulations for specific affairs;
    (4) The relevant regulations, including project regulations and measures;
    (5) Regarding all the issues involving the rights and interests of the World Leisure EXPO, the documents with legal validity shall be worked out. Contracts (agreements) shall be concluded according to law, sealed with the stamp of the Office of the Organizing Committee.
    (6) The Organizing Committee is to hire the legal counsel, dealing with legal affairs.
Meanwhile, Charter of the Second World Leisure EXPO and the regulation system are to be formulated according to the relevant laws and regulations.

7. Protection of the Intellectual Property Rights of the Second World Leisure EXPO
The World Leisure EXPO brand is protected and used. The existing tangible and intangible heritage of the EXPO is to be registered for intellectual property rights. The use of the name, logo and mascot of the EXPO is to be regulated. More efforts are to be made to maintain, promote and use the brand.

8. Security of the Second World Leisure EXPO
The Organizing Committee of the World Leisure EXPO is in charge.

9. Organizing the online World Leisure EXPO
“The online World Leisure EXPO” is to be presented via the internet. Through some new technologies, such as video broadcasting, 3-dimention image and online interaction, the EXPO is presented to the world and enables the world to experience its excellent contents.
