PURPOSE
|
The mission of World Leisure is to promote leisure as integral to social, cultural and economic development. To advance this cause, the organization awards prizes which recognize extraordinary exemplars of innovative and sustainable efforts to achieve these ends.
More particularly, World Leisure seeks to identify and recognize outstanding and relevant projects, schemes and programs through the award of World Leisure Innovation Prize. |

| SCOPE |
| Leisure is considered in its broadest sense, including play; recreation; the arts and culture; sports; festivals and celebrations; health and fitness; travel and tourism. Thus innovations will be considered within the full range of leisure "projects", whether programs, schemes, services, or leisure "amenities", whether outdoor or indoor. |

| INAUGURAL AWARDS |
The first awards will be presented at the Opening Ceremony of the World Leisure EXPO on April 22, 2006. The top winners will be invited as guests of honour. The Opening Ceremony will be a two-hour gala event in the World Leisure EXPO Gardens attended by senior representatives from all aspects of the leisure field, with the presence of senior dignitaries the Chinese central government.
The winning awards will be on display in the EXPO 2006 exhibition area for the six-month. |

| AWARD CATEGORIES |
There are two award categories:
. Innovative Leisure Projects: programmes; schemes; services
. Innovative Leisure Amenities: outdoor; indoor |

| ELIGIBILITY |
| The Leisure Prize is open to government agencies, institutions, private sector enterprises and non-governmental voluntary organizations and associations whose innovative schemes, large or small, have stood the test of time and sustainability . projects or amenities which have been operational for at least two years. |

| AWARDS |
In each category, there will bethree levels of award: Each award is comprised of:
. Gold Standard
. Silver Standard
. Bronze Standard
Each award is comprised of:
. Commemorative Certificate
. Display place in the Exhibition of Leisure Innovations during the World Leisure EXPO 2006
. Authorisation to use the Prize Logo, as appropriate |

| ADJUDICATION CRITERIA |
The criteria against which each submission will be judged are as follows:
- Innovation: Originality, creativity, enterprise and ground-breaking ideas.
- Objectives of the Project, Program, Scheme or Amenity: Clearly stated with evidence of how they have been met, and over what period of time.
- Quality: Assessed against relevant standards.
- Community Involvement: Participation by affected groups, partners and individuals in planning, implementation and monitoring.
- Impact upon Participation: Levels, diversity, and quality of the experience
- Financing: Commitment and value for money.
- Distinctive Management: Quality, effectiveness, accountability, and measured performance.
- Sustainability: Evidence of on-going financial, environmental, and participatory sustainability.
- Context Relevant: The best solution for prevailing economic, social and cultural conditions.

| APPLICATION PROCEDURES |
All applications are to be submitted in English. Entries may be sent in by email or post; submissions using electronic formats are strongly encouraged. All materials remain the property of World Leisure.
Applications will be processed in two stages:
Stage One: All Applicants:
Submission letter from senior representative of relevant jurisdiction which should provide:
. Name of organisation and full contact details
. Name of principal contact or representative
. Title of project
. A written statement (10 copies) of 1,000 words or 3 - 4 A4 pages which addresses the adjudication criteria. At this stage, do NOT include videos, newspaper articles, brochures, etc.

Stage Two: For short-listed Applicants
Short-listed applicants shall receive detailed instruction for Stage Two. These are likely to include:
. A written report (10 copies), with a maximum of 3,000 words or 10 A4 pages, plus photographic/visual evidence
. Applicants may be asked to provide a 5-minute (maximum) video and/or a PowerPoint presentation
. Candidates will be visited by Members of the Adjudicating Panel or their representatives. |
